It seems to me that Breed and Walton are allowed to operate without compunction in a vacuum. I run a tiny non-profit and the State would close down shop if I didn't file my 990s on time. Oversight and regulation on all those entities are lax if not non-existent. Maybe someday Walton will open a comedy club while he's turning big rocks into little rocks.
